Shall we have Internet Cafe?

Cambodia's Ministry of Post and Telecommunications has banned internet cafes within 500 meters from schools or educational buildings and also warned the internet cafe from welcoming young people under 18. Due to most of internet cafes attract students to drop of classes to play computer games. But it does not mean all of students go to internet cafe for playing games or some of them go to search, to learn and/or to do assignments. 

Coffee shops, restaurants and bakery shops which offer free WiFi spot for accessing internet are still allowed to operate the business as normal.

 According to the map in the above, I don't think we have internet cafe would remain in Phnom Penh.
